The New Tivoli

I believe the chip was made by Burt from the late 1940s to early 1950s.

                                        

The Tivoli was a very well known and patronized gambling hall in Juarez in the 1910's and '20's--especially with US tourists during prohibition.  In the early 1930's the area of Juarez where the Tivoli and other bars, clubs, etc. were located began to decline in popularity with people entering Juarez from the Texas side, as the area immediately adjacent to the International Bridge became the destination of choice (the Tivoli was located further in town). 

Consequently, the New Tivoli was built near the International Bridge and became a popular bar, cafe and gambling hall.  The New Tivoli opened in 1933 and was still in business as late as 1955.  It was the last officially licensed gambling hall in an open Juarez (open gambling ceased there in Dec.1934).
