When the chips were delivered, Robert McClugage was operating a place called the Windsor Coffee Shop, sometimes called the Windsor Club, Windsor Café or just The Windsor. The Windsor, a well known gambling joint, operated on Fulton Street in downtown Peoria from the late 1800’s into the 1950’s.
